It was strange that tens of thousands of engineers were just hanging out doing nothing for a large chunk of their day.

Tech companies, using their excess cash, overhire. They do this in order to keep talent away from customers.
They are doing God's Work. The God Emperor of Dune. In the Dune series, the God Emperor purposefully stagnates civilization until it reaches a breaking point and a massive diaspora occurs, the Scattering.
The release of pent-up creativity in the tech world has many possible outcomes. Workers can find new jobs in old companies or sit on a beach. The most exciting possibility is that they're bored and hungry from the creative desert they've been crossing for years. Hopefully they saved money and will work on their own projects.
