People don't want to admit they're wrong or that they don't have control.
Because of this, when problems occur, people find quick solutions that allow them to say that this one-time problem is fixed, rather than admit they don't have control. This is also called kicking the can. Hopefully, the short term solution lasts until it's not your problem anymore. But what this does is create unforeseen circumstances. It also shows the misalignment of incentives. The decision-maker is prioritizing their own needs.
Systems are complex and dynamic. They will reach an equilibrium, eventually. Pushing that point in time off will make the consequences more severe. When you continually adjust the parameters things will over-correct.
