Before the shift, the people who state the truth can be steamrolled, labeled as conspiracy theorists, sent to insane asylums.

Common Knowledge is the King. If you fail to shift people’s perceptions, it’s worse than not trying at all. You need to read the room and use the tools of rhetoric, logos, pathos, ethos tailored to the crowd. Even if you’re right, if you miss, you’re dead.
